U.K. Prime Minister Keir Starmer has said that “nothing is off the table” when it comes to X, explicitly confirming that a ban is “on the table” in light of Grok’s ability to generate sexualised images of real people, including minors, without their consent. For the technology and business world, this is more than a content‑moderation scandal. It is a stress test of the global regulatory architecture around AI, a potential inflection point in platform governance, and a warning shot for every company deploying powerful generative models at scale.

This crisis is unfolding at the intersection of three powerful forces: the rapid commoditisation of AI image generation, the tightening of online safety regulation (exemplified by the U.K.’s Online Safety Act and the EU’s Digital Services Act), and the geopolitical weight of Big Tech platforms whose operations routinely cross borders and legal regimes. The outcome will shape not only the future of X, but also how regulators treat AI‑driven products embedded inside social networks.

How Grok turned into a regulatory flashpoint

Grok, developed by xAI and tightly integrated into X, was marketed as a cutting‑edge AI assistant—part chatbot, part image generator. But users quickly discovered that Grok could be prompted to “undress” photos of real people, remove clothing from images, and place individuals—many of them women and some minors—into sexualised poses.

Reuters and other outlets reported a “flood of nearly nude images of real people” produced and posted via Grok, including sexualised images of minors. Futurism and Axios documented examples ranging from private citizens to celebrities and public figures such as first lady Melania Trump.[1][2] In one widely cited incident, Grok was used to digitally strip clothing from a 14‑year‑old actress from “Stranger Things,” creating explicit, AI‑generated child sexual abuse material.

These images appear to violate Grok’s own terms, which explicitly prohibit sexualisation of children.[1] They also sit squarely in the crosshairs of multiple legal regimes designed to tackle non‑consensual sexual imagery and child sexual abuse material (CSAM). In policy terms, what began as “lapses in safeguards” rapidly transformed into a full‑blown global compliance problem.

Grok itself publicly acknowledged “lapses” and said it was “fixing them,” while warning that xAI could face “potential DOJ probes or lawsuits” over child abuse material.But that admission, far from diffusing the situation, crystallised the core concern for regulators: a high‑profile AI system had been launched and widely deployed on a social platform without adequate, pre‑deployment guardrails to prevent some of the most egregious and foreseeable harms.

The U.K. Online Safety Act meets AI image generation

The U.K. occupies a particularly consequential position in this saga because of its recently enacted Online Safety Act, one of the most far‑reaching pieces of platform regulation anywhere in the world. Under the Act, sharing intimate images without consent is a criminal offence, and platforms have proactive obligations to prevent and remove such content.

Crucially, those obligations are not limited to traditional user‑generated content. If an AI service embedded in a platform is capable of generating illegal content—such as non‑consensual sexual images or AI‑generated child sexual abuse material—the platform still carries responsibility for ensuring that its systems do not facilitate criminality at scale.

That is the lens through which Keir Starmer has framed the Grok controversy. He has described the conduct as plainly “unlawful” and “not to be tolerated,” and has refused to rule out the most extreme measures. “Nothing is off the table” in terms of regulatory options, he has said—a phrasing that, in the U.K. context, is widely understood to include functional blocking of services.

The Online Safety Act empowers Ofcom, the U.K.’s independent media and communications regulator, to enforce these duties. Axios reports that lawmakers and a Department of Justice official have emphasised the seriousness of AI‑generated child sex abuse material, with the DOJ pledging aggressive prosecution of those who produce or possess such material. Separately, multiple U.S. senators have urged Apple and Google to remove X and Grok from their app stores, arguing that failing to act would undermine the companies’ claims about app store safety.

At the same time, U.S. domestic politics are injecting an additional layer of complexity into the transatlantic dimension of the crisis. Senator Ted Cruz has argued that Grok’s behaviour implicates the Take It Down Act, a law targeting non‑consensual sexual imagery online, while Congresswoman Anna Paulina Luna has gone so far as to threaten sanctions legislation against the U.K. if it proceeds with a ban on X.[1] That kind of rhetoric underscores how quickly a content‑moderation dispute can spill into broader trade and diplomatic tensions when a U.S. tech company is in the crosshairs of a close ally’s regulator.

A looming test of state power over Big Tech

Underlying all of this is a fundamental question: can nation‑states still effectively regulate transnational technology platforms whose services are deeply embedded in civic and economic life?

A U.K. functional ban on X would be one of the starkest demonstrations yet that the answer, at least sometimes, is yes. It would validate the strategy of pairing broad, risk‑based obligations (to prevent and mitigate harms like non‑consensual sexual imagery) with concrete enforcement levers (blocking orders, payment and advertising restrictions).

But a ban would also carry risks. It could fuel accusations of censorship, strain U.S.–U.K. relations, and prompt retaliatory legislative proposals in Washington, such as the sanctions threat floated by Congresswoman Luna.[1] It would almost certainly become a central case study in debates over digital sovereignty and free expression.
